re-wiring my old house circa 1910-1920

I don't know much about wiring. I know I have an outside box with only 4 circuit breakers and an inside fuse box that I don't know if it is hooked up to anything. The walls underneath the drywall is horizontal boards. The house is not insulated. I would like to know how you get wiring down the walls with the horizontal boards.
Can I go underneath the house? It is up on blocks.
