and then spray it with the DIF to let it penetrate and loosen up the wallpaper glue? if not, thats why the DIF maynot be working. However a steamer should work well too but it still requires you to score the paper well with this star shaped wallpaper removal tool---to allow the steam to activate and moisten the glue to allow the paper to come off easier. hope this helps.
