Yes, radiant heated slabs are isulated as much as possible from the ground and the air with sealed foam panels to reduce heat losses, as 15% or more of the heat may flow to the ground by conduction. This has been known to keep grass and flowers blooming along the edge of uninsulated slabs all during winter. The same with heated driveways for automatic snow and ice melt.
