A mixture of TSP (tri sodium phosphate) and bleach in water to be a powerful cleaner for your type of problem. Much better than Bleach alone.
For prevention, I suspect a mild solution of copper sulfate would go a long ways. However, use caution. It may also kill grass or small shrubs.
