I have AN 11,000 GAL. CISTERN that is block lined with brick I'ved had it sealed by two different people and it still leaks. It seems like it leaks at or above the 3' water level. The floor has never been sealed could it be shoving it out the bottom ? What would I use to seal the bottom with myself ?
