Ice Damming

I live in a mobile home in Montana. I have had an ice damming problem the whole time I have lived in this home. Two years ago I installed heat cable on the roof edge, it helps but has not solved the problem.

I have been told the best solution is to install a second roof, thus improving the air flow/ventilation. I understand this is a faily common technique in Europe.

Where can I find information on the type of construction?
