YIKES! 2 inches? If what I'm invisioning is accurate, a band-aid solution is pointless. If the steps are not dangerous, I would leave them until the spring and tackle the problem from a different angle (like replacement). They are obviously not on solid ground, and that should be remedied first. Sorry, not too encouraging.
