Orangebeerg pipe

I just bought a home in May. I am having some water back up in my basement after four months. I had a plumber in and he informed me that I have a 16 foot belly in my sewarge line that is orangeberg pipe. He also tells me that I must replace my sewarage line. Would the City be responsible for any of this? Without a warranty on the house is there any way that the seller should be responsible? Is there any help at all?
