What you need is a good cleaner from your hardware store specifically designed for particluate soils like soot & dust. Flood the floor, scrub with a broom & suck it up with a wet vac. Sounds like you have a lot of soil to remove & hence a lot of work ahead of you. When you're all done, then is the time to rinse with water to rinse & suck up any residual soap.
