musty smell in rental apartment

I have a small downstairs apartment with a musty smell. My wife has a shop there next to the apt.but there is no smell there. There is an upstairs apt. no smell there either. We have cleaned, painted disinfected. You name we did it.Doyou have any suggestions? Your help will be appreciated. Thankyou Robert Hubbard
