damp crawl space with sand floor

The crawl space sand floor is 10 feet underground, well below the frost line in Toronto. The height of the crawl space is 3 feet. It is very musty.

I am renovating the bathroom above the crawl space and am wondering if it is possible to eliminate the damp accompaning insects (millipedes and centipedes) by insulation, a poured cement floor over the sand or...???
