Frank, I looked up your garage size in my labor book and I did not have a 22 x 40, but had a 22 x 22. So, you can determine square foot and divide into this figure and then extrapulate to your size. This is a ball park only.
A 22 x 22 with labor and material will run about $12,761. This is everything you will need. If you give me your region, I can further factor your economic deviation into this. But, I would say that $17K might not be too far off.
