I bought a home from a developer who used the three layer method, with the last layer being a thin colored layer. They are now re-doing portions of the stucco on many (most) of the houses in the development because of faulty flashing installation. In doing this they are cutting out portions of the stucco, fixing the flashing problems, removing windows where water has gotten behind the stucco and causing build-up of mold and mildew. They are then re-stuccoing the repaired areas. They never sealed, nor indicated a necessity for sealing the stucco. Should the stucco be sealed and should it be the developers responsibility to accomplish the initial application?
