Please tell me if it is illegal to operate a home improvement business (specifically hardwood flooring, in this instance) without being licensed (by the State or Home Improvement Association)? We've been having a nightmare of an experience with this contractor and after a month's time, our floors are not near finished. In fact, the staining/sealing needs to be totally redone. A friend told me that they are operating illegally if not licensed and has advised us to hire someone else. Thanks much for any help you can offer.
