I have remodeled 3 homes and this is what I do. I buy drywall mud and fill in my paneling lines so it's smooth with the paneling and then I paint over all the wall. If its real dark and your wall paper is light the dark will come through. Thats why I buy a couple of gallons of Kiltz and paint before wall papering. You do not half to paint. Use your judgement.
