my daughter is renting .the walls are plaster with wallpaper over the plaster which is lifting in spots.how can we paint over it.the room is a boys bedroom.the kitchen is also plaster brite yellow you can see all the plaster marksshowingor should i say the walls are in bad shape. we dont want to spend alot of money
