Florescent lighting

I,m part owner of a company. We completed construction in May of 2002. Our office lighting is all florescent. Some of my fellow owners are always turning of lights in unused areas like the bathrooms for example. My understanding has always been that florescent lighting cost more to turn on and off than leave on. Can you recommend an information source to verify this.
