If you home is cooled in the summer, the vapor retarder should be on the warm wet summer side of the insultion. This is the bottom of floor above a crawlspace. Kraft paper is a weak vapor retarder and this may be an advantage. More critical, is the earth in the crawlspace covered with plastic? Plastic on the earth reduces the amount of moisture in the crawlspace.
