painting siding

I bought a house that the aluminum siding was painted over poorly. Not sure if it was bad prep, cheap paint or both but it is peeling. I've tried T.S.P. w/clorox and 3,000 P.S.I. water; can't touch this! I'd like to avoid residing if I could. Any suggestions? Was this post helpful? Yes: or No:
