You may wish to hire a pro that has done this type job numerous times, and get some referrals from him/her. I say this because I used to install new vents and/or power vents for crawl spaces. While working with removing and/or cutting the block for your access, adjacent blocks should not be disturbed. If they are disturbed, then you might create more problems. Good luck!!
