you just have to accomodate it and prepare for it. condensation under the tarp means that your concrete is leaching or osmosing up water vapor that is pooling as water. You do not want this around your carpet or wood floor so you have to lay down a vapor barrier to keep the water below that.
No big deal, it is if you have condensation and don't prepare for it.
