I have removed ivy completly from an overgrown garden by locating the root clumps, and digging them out with a shovel. Of course there is some work involved, but they will be gone without the use of herbicide. One root clump will will support a large area of ivy, so it might not be as bad as it looks. I now have a vegetable garden and havn't had any ivy return.
