On a pilot ignition system (that uses an actual flame pilot), the only cause I can think of is a defective oven safety valve.
If a glow bar ignition system (most common electronic oven ignition system), that can be caused by a defective ignitor. And yes, an ignitor can glow and still be defective.
If the ignitor glows but the burner won't light or gas doesn't even flow to it, ~85% of the time a defective ignitor is the cause, only ~15% of the time the oven valve is the culprit. Delayed initial lighting is also often caused by a defective ignitor as well.
If the ignitor does NOT glow, the control system might be suspect.
