This is the site that sells the equipment to remove the paint. They are
called grinders or scarafiers. They use diamonds to grind the paint off and
collect all the dust in a dust extractor vacuum bag. Brad Padgett with Vic
International is very helpful and will answer any questions you may have.

Craig Morris with Strictly Stripping Inc. 1 800-815-2101 located in Newark,
NJ said their machines weighed 1000 pounds + and they would not take them on
balconies.
He refered me to Brad Padgett with Vic International who sells the small
machines.
He estimated that an area 13' X 7' would cost $1200 - $1500 to remove.
Everyone I spoke with did not reccomend painting concrete expecially if it
was exposed to the elements.
