peeling ceiling!

I have just painted an artex ceiling with dulux matt, I have done this to many different ceiling in the past ,but this time it has cracked and peeled. I think the previous layer (when ever that was painted) was cheap and won't bond with the new stuff? is this correct? Now how do i get it off without ripping the ceiling 2 bits and re-artexing it? many thanks Was this post helpful? Yes: or No:
