Toilet that leaks from base of tank when the flapper is pulled up by the chain

I just installed a new toilet set (internal) and after putting the tank back on and replacing all of the parts, water splashes out of the tank base when I flush it. The tank screws are tight enough, but the water still finds its way out of the base of the tank. How can I fix this problem?
