Charlene, I know it has been about 4 years since you posted your question but I am now in your situation.
We also live in San Jose, in the hills and without natural gas. We have been using a heat pump for the past 25 years and they now need to be replaced. With the increase in electricity costs we are revisiting "heat pump vs. propane". What did you decided to do and how has the operating costs been?
