Ira, In my humble opinion, yes. Even if your foundation was at grade level. It's still possible for moisture to rise up through the foundation. The way I look at it ... I vapor-barrier any part of the house that's in contact with the 'earth'. You can't go wrong. Be sure that the bottom plate is a treated wood and not standard grade. Again, because of possible moisture considerations. Jay J
