The captive air tanks come charged with nitrogen at the factory to about 12-15 psig, so the bladder takes up the entire interior of the tank when the tank is not under system pressure. The water would be pushed out of the tank, but the conecting pipe to the system might have some water sitting above the bladder, and this pipe can become damaged. Removing the tank by unscrewing it and draining that little bit of water would prevent the pipe from bursting. You can also remount the tank so the connecting male fitting is down and the tank is above the pipe that drains so you can add a drain fitting below it so you don't have to remove it.
