I found this lovely problem in my bathroom when I remodeled it. And as stated it is a nightmare. I tried to remove a portion of the paper and skim coat the wall, but it is more work than it's worth I decided. Go with John's advice. You could try 1/4" drywall if you have clearance to cover the old wall board.
