Basement walls sweat because they are cooler than the dewpoint of the air in the basement. Insulating the walls make them cooler and prone to sweating than before. A vapor retarder on the wall is likely to sweat on the air side. A better solution is to lower the dewpoint of the air in the basement. Dehumidifying the basement to below 50% relative humidity solves all the problems. It eliminates condensation on all walls and below the carpet on the floor. Mold will not grow in stored materials. Dust mites can not live in less 50% RH. The insulation is used in the stud cavity. Dry wall without a vapor barrier or vinyl wall paper allows any moisture that passes through the masonary wall to dry through to the dry space in the room. The best place for a vapor barrier is outside the wall next to the earth. This usually impossible on an existing home.
