Replacement windows

I have thin aluminum widows in the basement that open by sliding side to side at my mother-in-laws' house. They are in the foundation, however they appear to have some cement around the inside frame. I am trying to install vinyl windows down there. Should I just knock the thin set cement out from around the frame and then access the fasteners, subsequently removing the window? Then I build my wood frame right?
