Yes,your problem is the flush valve. If you have never replaced one of these, invest in a homeowners repair book. About $30.00 for a good one,but very well worth it. Less then a plumber for one hour. The book usually covers the whole house for future repairs. Replacing the flush valve is very easy. Don't forget to turn the water off. Ron J.
