Detergent and water removes mildew. Delute bleach 1:8 kills mildew short term but it will come back soon if damp. The next step in controlling mold/mildew in a crawlspace is to keep the relative humidity below 60%. If you live in a climate where the outdoor dew points are above 60^F for weeks, cover all the earth with plastic, close the outdoor vents and monitor the RH in the crawlspace. If it is above 60%-70% for days at a time, EPA suggest dehumidification below 60% RH to prevent mold/mildew growth and wood rot.
