I called the tech line at Hampton Bay and found out that the receiver has a capacitor that is holding the voltage level and thus giving me a false reading. Like you stated in your first post Joe, the receiver needs a load (the fan) in order to test it properly. The load (fan) will discharge the capacitor when the in the off stage.
