All wires act as antennas. Wires that are twisted act less as an antenna. If you live close to an AM radio transmitter, their spurrious emissions could cause this. Also, the other response is correct about the wires touching metal which acts as an antenna. Check if the wires are old or touching metal. For more severe problems, you may try a shielded cable. To begin troubleshooting this problem, try disconnecting all inside wiring from the telephone companie's termination (junction block) inside your house, then connect a phone directly to this distribution block. If you still hear the interference, then the problem is with the telephone companies wiring. Assuming that the problem is in your wiring, test each phone run individually to isolate the problem.
