Whats happening is you are getting a pressure drop in your water flow when another faucet or toilet is flushed. Plumbpak makes a insert you can install in the shower arm that will reduce the flow if this happens. This way you won't get burned or chilled out. Another way is to replace your shower valve with a pressure-balanced valve. This valve compensates for a pressure drop.
