If the manufacturer states that is the way to do it, then that is correct if the local code inspector agrees. The local inspector is the final word.
You ordinarily can put a vent through the outside wall to provide that air; but sooner or later, someone will cover that vent to prevent the cold air from whistling across the room when the burner starts. The duct guides the air to where it needs to be used without the cold breeze.
