Batts in the floor will immediately prevent significantly more heat from leaving the room than adding it to the ceiling; but adding more to the ceiling to make R30 or more is a good improvement. Put a thermometer on the interior surface of the outside wall, if it gets colder than 60 when it is zero outside, it needs better insulation.
