Wall Picture Frame Molding

I have been thinking about installing picture frame molding above the chair rail molding in my dining room. My sister and I would like to begin this project the beginning of the year. However, as uncomplicated as this project appears to be, I'm seeking for an easier and less time consuming method. I was told that you can purchase a picture frame, paint it and mount it to the wall and you would have the same custom design effect. If this is possible, could you please give me a little more detail by briefly explaining the process?
