I live in a 75 year old home in NJ. The basement walls are poured concrete. There are a few coats of paint on the walls. While the top coat is flaking off, it will not brush off. If I apply tape, it pulls right off. I want to repaint but am not sure how to best remove that top coat. Any suggetions??
