Gene, seal the concrete to get rid of the odor

seems to me you can apply a sealer to the concrete first to seal off the pet urine odor. have you tried cleaning with a strong ammonia based cleaner too. or maybe something with a baking soda in it. just some thoughts good luck....LJ
