needs to be cleared. is the water trying to back up into the bowl and overflow or is it going out slightly? if you have a plunger,,,try and clear the obstruction with the plunger ---its messy but works. pump the plunger into the toilet bowl several good times until the blockage appears to clear. then try flushing again. Another thing you can carefully try is to pour a pail of water into the bowl...if the bowl is blocked the bowl will just fill like when you tried flushing.....otherwise the bowl should flush when the water is poured in. SORRY to say but you definitely have a clogged toilet and you need to clear the blockage. I assume your main sewer line drain is not clogged....good luck...LJ
