Sounds right. You can also pick up a toilet auger from a hardware store, if the plunger does not work. The auger comes with instructions for use. Sometimes thats all it takes. But the bucket test is the best. If the water flushes like normal, then you have a problem with your tank. Make sure you use at least 2.5 gallons of water when you pour it in the bowl. Do not use a 5 gallon bucket, the bowl will not hold that much water and if the toilet is clogged, it will overflow on the floor.
