sewer gas odor when it rains or snows

We just finished our basement. We had a bathroom put down there. We never had sewer gas problems until the bathroom was put in. Now whenever it rains or snows, we have terrible sewer gas. The traps have all been checked. There is water in them.We had a vent put out directly from the bathroom outside. Any ideas? We are on septic. That has been checked and is clean as a whistle. Maybe a clogged roof vent? Thank you for your help!
