Unfortunately the crack has been sealed with hydraulic cement which means you can not use an injection kit which is applied from the surface,however a injection contractor (like myself) can drill in from an angle and inject a urethane into the crack,the fact that the crack only leaks halfway down is normal ,if the bottom half is only fixed the top half would start leaking so you have to fix the entire crack
