Basement Leaks - HELP!!

The house was built in 1958, and the basement is 4 feet below ground level.
When there is heavy rains and also in the spring, the walls leak. It comes in from about 1 - 2 feet above the floor.
If anyone can help to instruct me on fixing this problem, I would appreciate it.
