chipped bathroom paint

I bought my condo 3 years ago. I noticed despite the paint all the walls were turning black with mildew. I have replaced part of the drywall above the shower. However, the paint is now chipping off the rest of the walls. Do I need to apply anything to the drywall before painting? Is sanding,priming and painting the solution or is there something else I need to doto fix the chipping paint?

P.S. I'm a single mother, who's never held a tool. I appreciate being able to obtain quick, accurate, help/information with projects I normally wouldn't dare touch. Thanks you
