Warner, quite often the only sure way to solve this problem is to cut out the bad tape area and re-mud and tape. Sometimes, but usually not as effective, you can get the tape reattached by using a glue or forcing new drywall mud under the tape. It's also an area where some people will decide to opt for covering this problem by installing crown moulding in this room. In part, how you handle the problem depends on how large of an area this is, and how far you want to go with the repair.
