Marge, if your daughter is wanting to do it right, then yes, I would say spend the money to remove the plaster and open up the walls for wiring and insulation. It's unlikely that there will be mold in the existing walls, but in the end she'll be much happier with the overall results of replacing the walls with drywall and having that oh-so-important electrical and insulating work done too.
